As a member of Framatome HPC Project Site Team, the HSE Deputy Manager reports to the Framatome HSE Manager from whom he/she receives a delegation on key construction scopes.

The HSE Deputy Manager, in conjunction with the HSE Manager, will lead and support a team of HSE officers / advisors: Currently 3-4 individuals, up to 6 according Framatome activities ramp-up and schedule.

Safety is the prime value of Framatome and is the overriding priority within EDF group. Providing a safe place of work to everyone and building a safely operating nuclear powerplant is then the key deliverable.

Missions:

• In conjunction with the HSE Manager, lead and manage the HSE domain and structure within Framatome HPC Project, on key construction scopes, with accountability on occupational Safety policy, standards, behaviours and results, securing a safe place of work for everyone.
• Together with the HSE Manager, elaborate, deploy and follow-up the yearly and 3-years HSE strategy to maintain the highest HPC and Framatome standards for Occupational Safety, Fire Safety, Emergency management, Environment protection, and Security (people, assets and data).
• Elaborate, implement, review and maintain HSE and Emergency processes, procedures and routines to achieve high levels of performance on site
• Elaborate and deploy initiatives to promote HSE policy and behaviours across Framatome and subcontractors team on site.
• Monitor compliance with HSE standards (including UK government rules and regulations) and behaviours on a day-to-day basis within Framatome scope.
• Produce and follow up HSE key performance indicators and required reporting to the Framatome management and the customer.
• Lead root cause Analysis to investigate accidents, incidents, or safety events (Reports, Human / Organisational factors, 8D…) with the primary objective of eliminating recurrence.
• Contribute to the Occupational Safety Improvement Plan from definition to execution using PDCA approach.
• Together with the HSE Manager, lead & chair the Site Health & Environment Leadership Meeting with the customer on Framatome scope.
• Promote and contribute to Safety Tours (Safety Gemba Walks) team objectives, with strong leadership on HSE aspects.
• Secure all mandatory HSE related documentation is produced, reviewed, and even revised to stick to work conditions changes, securing at the end the availability of the documents at the expected level of quality and date for weekly activities. This includes Framatome and its subcontractors documentation, especially Risk Assessments and Methods Statements.
• Build relationships and secure interfaces with Framatome HSE Directorate, Framatome subcontractors, Framatome Ltd HSE team, HPC Principal Contractor and customer and even other HPC Tier Ones teams, to identify and deploy best practices to improve HSE behaviours and results within HPC.
• Represent Framatome on HSE aspects and related meetings in coordination with HSE Manager.

Background:

·  Graduate level or significant HSE qualification: Appropriate diploma / certificates.

·  A minimum of 10 years working as an Occupational Health & Safety Manager.

·  Knowledge of Framatome and EDF Nuclear context is a must have. Knowledge of Framatome scope in New Build construction or in Installed Base activities, electromechanical or welding scope, is highly welcome.

Nice to have’s:

·  Engineering degree (any discipline).

Work location: Based on HPC construction site.

Work from home: Possible 1 day per week in average (variable day according to site priorities)

Work on weekends and call on-duty days or nights are possible on rare occasions.
