Job description

Framatome is implementing a modular plant for the assembly of fuels for the operation of nuclear power plants in the United Kingdom. This plant will be built in phases to meet short, medium and long-term objectives.
The investment project is led by Framatome and must be innovative to meet the challenges of the company and the United Kingdom.

Due to this new project, we are recruiting for a Safety & Licensing Manager

Your mission is to support the project manager in all phases of studies, construction and commissioning to ensure the control of risks and obtaining the necessary authorizations at each stage of the project. Coordination with the various licensing and permitting authorities is an essential element of the project’s success.

The project is under the responsibility of the Industrial and Performance Department (IPD) of the Fuel BU and benefits from the expertise of its projects unit.
As part of your activities, you report to the IPD Project Director.
This support for the operational management of the project involves:

  • Act as the primary point of contact for all related nuclear UK-based authorities involved in the project, including Office for Nuclear Regulation and Environmental Agency.
  • Facilitate effective communication and collaboration between the French project team and local UK-based nuclear stakeholders, ensuring alignment with project goals and objectives.
  • Identify and qualify a local subcontractor for risks assessment, mitigation plan and completion of a set of deliverables covering all nuclear and non-nuclear risks aspects as defined in the UK regulation.
    At the time of tendering engineering companies, the added value of the Nuclear Safety & Licensing Manager will be essential to select competitors and to ensure their timely responses.
  • Coordinate with ONR and other authorities for definition of the licensing roadmap, ensure step by step communications, ensure swift reply to comments and concerns raised by the ONR and other authorities,
  • Ensure, with support of a French specialist, the completeness of all risks assessment, and mainly criticality, radioprotection, fire, human organisation,
  • Participate to project progress meeting,
  • Under the project director management, report risks and progress during Gates Review (GR),
  • Ensure completeness in due time of the requirements matrix, for the scope of work dedicated to nuclear safety,
  • Review all change requests in order to assess their impact on nuclear safety and nuclear licensing,
  • Plan / Coordinate / Manage the project deliverables of the nuclear safety and licensing scope of work.

More precisely for the Nuclear Safety, with support of the engineering team and the French specialist:

  • Ensure completeness of the risks’ identification based on the experiences of similar plants (in France and Germany),
  • Ensure an adequate risk mitigation plan, to the optimum required level. “Optimum” means to analyse the  organizational, quality, cost and schedule impacts

Profile

To be considered, the following qualifications, skills and experience is essential: 

  • Engineering master (or equivalent) with a wealth of experience in nuclear safety management, in a nuclear, industrial and organizational environment comparable to that described in this offer.
  • Oriented stakeholder, pro-active, you know how to communicate and are endowed with a team spirit that comes in a great ability to embark teams in a multidisciplinary environment.
  • Agile and with a transversal vision, you have real qualities of mind synthesis, tenacity and an objective/ results orientation. You necessarily enjoy working in team, in project mode.

The Fuel BU is a world leader in the manufacture of fuels for nuclear power plants and research reactors in the world with R&D, design and plant centers on the American and European continent.

The project includes the creation of a local structure, and especially the management of interfaces with all stakeholders. The majority of the project activity will take place in the country where the site is located, after a first phase managed from France.

This position will be UK based (ideally Bristol) with frequent travel to France.
